Michael D. Conrad  Municipal Treasurer/Collector Specialist

Mr. Conrad is the former Treasurer and Collector of Taxes at the City of Worcester and the Town of Boylston. As a member of the Worcester's Executive Management team, Michael helped achieve a 100% tax collection rate, implemented city-wide cash controls, modernized payroll compliance, documented department policies and procedures, helped develop the city's 5 point fiscal plan building a reserve of funds and creating a capital improvement plan, established and coordinated a successful health insurance trust fund to pay claims, and maintained a stable bond rating throughout his tenure. With over 15 years of municipal financial experience, Mr. Conrad has the knowledge and leadership to facilitate and oversee each and every project with diligence and care while achieving results.

Jeffrey P. Ugalde  Municipal Treasurer/Collector and Accountant Specialist

Mr. Ugalde is the former Treasurer/Collector of the Town of Boylston and the Town of Lunenburg. He was also the Assistant Treasurer for the City of Worcester and a staff Accountant for the city's Auditing department. Jeffrey implemented and managed the remediation of the Town of Lunenburg's audit Management Letter concerns while maintaining the town's stable bond rating. Further, Jeffrey reconciled the general ledger cash and receivables. While working in Worcester, Mr. Ugalde oversaw the entire payroll process of over 5,000 employees, departmental accounting and reconciliations of all general ledger accounts, while implementing safeguarding procedures. He has experience with Munis and Vadar financial software systems.


Suzanne C. Marchand  MunicipalTreasurer/Collector, Accountant and Finance Director Specialist

Ms. Marchand has held municipal positions as Finance Director/Town Accountant in Hopkinton and Lincoln, Finance Director/Treasurer in Westford and Town Accountant in Pepperell and Shirley.  Suzanne was directly responsible for the successful conversion from the Statutory Accounting System to the Massachusetts Uniform Municipal Accounting System (UMAS).  She developed various UMAS Chart of Accounts and implementation of municipal financial software.  She developed a five-year financial model incorporating the operating budget, capital plan and the Recap.  Suzanne has completed the requirements as a Certified Governmental Accountant and Massachusetts Municipal Treasurer.  She has served in various capacities on the Executive Board of the Massachusetts Municipal Auditors and Accountants including past President.  She was a member of the Massachusetts Collectors and Treasurers Association and the Massachusetts Government Finance Officers Association where she also served on the Executive Committee.
